Jharkhand News : With the announcement of municipal elections, the Model Code of Conduct has come into force in Ranchi. To ensure peace, security and fair polling, the Sub-Divisional Magistrate (Sadar) has imposed prohibitory orders under Section 163 of the BNSS across the Ranchi Municipal Corporation area. The order will remain effective until the completion of the election process.
As per the order, no political party, organisation or candidate will be allowed to hold public meetings, rallies, processions, dharnas or demonstrations without prior permission from the competent authority. Carrying weapons, sharp or lethal objects in processions is strictly prohibited.
Exemptions: Who Is Not Covered by the Order
The administration has granted exemptions for essential activities, including:
- Pre-permitted wedding processions and funeral processions
- Weekly markets (haats)
- Patients travelling to hospitals
- Students of schools and colleges
- Government employees on duty
- Cantonment areas, examination centres and educational institutions
Authorities have reiterated that all Election Commission guidelines and the Model Code of Conduct must be followed strictly. Violations will invite strict action.
Loudspeaker Restrictions
- Use of loudspeakers is banned from 10:00 PM to 6:00 AM across the Ranchi Municipal Corporation area.
- Use is permitted only with written permission and under specified conditions.
- Loudspeakers on vehicles without permission are prohibited.
- Noise Pollution Rules, 2000 and Jharkhand High Court directions will be enforced strictly.
Posters, Banners and Public Property
- Writing slogans or pasting posters/leaflets on government or public property is prohibited.
- Installing flags, banners, hoardings or arches on public property is banned.
- On private property, political material can be displayed only with the owner’s written consent.
Ban on Unlawful Gatherings
- Gathering of five or more persons with intent to disturb peace is prohibited.
- Any material that hurts sentiments based on caste, religion or community is barred.
No Objectionable Campaigning on Social Media
- Posting or circulating inflammatory or objectionable content against any person, religion, caste or community on WhatsApp, Facebook, X (Twitter), Instagram or any platform is prohibited.
- Violations will lead to legal action.
No Political Use of Religious Places
- Religious places cannot be used for political campaigning.
- Intimidation or inducement of voters is strictly prohibited.
Ban on Display of Weapons
- Carrying or displaying licensed weapons, firearms, bows and arrows, sticks, spears or other lethal arms is banned.
- Traditional arms bearers and on-duty administrative/police personnel are exempted.
