Jharkhand News : The Jharkhand Assembly on Monday passed the first Supplementary Budget for the financial year 2026-27 by voice vote on the third day of the Monsoon Session. The House approved grant demands amounting to Rs 8,399 crore, 31 lakh and 11 thousand. The Jharkhand Appropriation Bill No. 3, 2026, was also passed.
Through the Appropriation Bill, funds have been provided for expenditure by various state government departments and schemes up to March 31, 2027. After discussion on the bill, the House approved all its provisions by voice vote and passed it in its final form.
Rural Development Gets the Largest Allocation
The first supplementary budget provides substantial allocations for various departments. The Rural Development Department received the highest allocation of Rs 4,258 crore, 67 lakh and 35 thousand. The Rural Works Department was allocated Rs 885 crore, 83 lakh.
The School Education and Literacy Department received Rs 946 crore, 3 lakh and 95 thousand, while another head was allocated Rs 25 crore, 5 lakh and 67 thousand. Under the Home Affairs and Disaster Management Department, Rs 490 crore, 6 lakh and 89 thousand was provided for disaster management and Rs 144 crore, 16 lakh and 93 thousand for the Home Division.
The Drinking Water and Sanitation Department received Rs 271 crore, 61 lakh and 4 thousand, while Rs 244 crore, 80 lakh was allocated to the Panchayati Raj Department. The Health, Medical Education and Family Welfare Department received a provision of Rs 218 crore, 16 lakh and 90 thousand.
The Mines and Geology Department was allocated Rs 173 crore, 65 lakh, while the Welfare Department received Rs 91 crore, 24 lakh and 50 thousand. Grant demands of several other departments, including Information Technology, Tourism, Urban Development, Forest and Environment, were also approved by the House.
Finance Minister Details State’s Financial Position
The Finance Minister presented the government’s position on the first supplementary budget for 2026-27 in the Assembly. He gave details of the state’s financial position, expenditure during the first four months of the financial year and the funds received from the Centre.
During his statement, the Finance Minister accused the Central Government of alleged discrimination against Jharkhand. He said the original budget for the financial year 2026-27 stands at Rs 1,58,560 crore, in addition to which the first supplementary budget of Rs 8,399 crore, 31 lakh has been introduced.
The Finance Minister said the supplementary budget provides funds for new schemes and essential expenditure that was not included in the original budget. He also outlined the expenditure incurred by the government during the first four months.
According to him, Rs 4,258 crore, 67 lakh was spent by the Rural Development Department, around Rs 971 crore by School Education, Rs 490 crore by the Home Affairs and Disaster Management Department and Rs 271 crore by the Drinking Water and Sanitation Department.
Finance Minister Raises Issue of Central Funds
The Finance Minister also raised the issue of funds received from the Centre. He said that after its share in central taxes, Jharkhand received only 0.73 percent as grants.
He alleged that the Central Government was discriminating against Jharkhand because the state does not have a BJP government. The Finance Minister also presented figures related to tax devolution before the House.
He said Uttar Pradesh received Rs 19,208 crore, Bihar Rs 10,845 crore, Madhya Pradesh Rs 810 crore, Maharashtra Rs 722 crore and Rajasthan Rs 460 crore. In contrast, he claimed that Jharkhand received only Rs 360 crore.
The Finance Minister described Jharkhand’s financial position as strong and said that during the first four months of the financial year, the state’s revenue receipts stood at around 25 to 26 percent, while revenue expenditure was around 21 percent. He also said that the NITI Aayog had praised Jharkhand’s financial management.
Government Says It Is Strengthening Financial Management
The Finance Minister said that under the leadership of Chief Minister Hemant Soren, the state government is working to make the financial system stronger, transparent and accountable. He submitted his detailed response to be made part of the proceedings of the House.
After this, the Finance Minister placed the proposal for the grant demands under the first supplementary budget on the floor of the House. The proposal was approved by voice vote.
After all grant demands and the Appropriation Bill were passed, the proceedings of the Jharkhand Assembly were adjourned until 11 am on Tuesday.
