Jharkhand HC Rules: In Rural Areas, Panchayat Powers Override JRDA

Jharkhand News : The Jharkhand High Court has sought a clear timeline from the Jharkhand Staff Selection Commission (JSSC) on the release of the complete result of the Assistant Teacher Recruitment Examination (Advertisement No. 13/2023).

During the hearing, a bench led by Justice Ananda Sen directed the JSSC Secretary to file a personal affidavit explaining by when the full result will be published. The court also questioned why results are being declared in small batches and not all at once for all successful candidates.

Petitioners’ grievance

The petition has been filed by Rameshwar Mahto and others, who stated that although they were called for document verification after being declared successful, the final result has not yet been released. The petitioners had applied for Assistant Teacher posts for Classes 1 to 5.

Vacancies vs results declared

Appearing for the petitioners, advocate Amritansh Vats informed the court that against nearly 11,000 vacant posts for Classes 1 to 5, results for only 4,333 candidates have been declared so far. He added that more than 3,500 posts are still pending results.

The petitioners argued that there were no deficiencies in their document verification, yet their results—and those of many other successful candidates—remain withheld, which they termed unconstitutional.

Supreme Court ruling cited

The petitioners also cited a Supreme Court judgment in the Parmil Kumar case, which, they said, directed JSSC to publish the complete result of the Assistant Teacher examination together. Despite this, the commission has been releasing results for 50 or 100 seats at a time, they alleged.

Taking note of these submissions, the High Court has asked the JSSC Secretary to submit a detailed affidavit, after which further directions will be considered at the next hearing.
