Bihar News: The claims of a “Smart City” in Bhagalpur have come under scrutiny as e-toilets built at a cost of ₹3.41 crore have fallen into disrepair due to poor maintenance. Installed to provide modern sanitation facilities to residents and commuters, most of the units are now non-functional, depriving the public of their intended benefits.
According to available information, Bhagalpur Smart City Limited installed 25 e-toilets across the city under a project worth approximately ₹3.41 crore. However, the initiative has largely failed on the ground, with most of the facilities lying unused because of a lack of proper operation and maintenance.
The project was awarded to M/s Reliable Enterprises, which, under the contract, was responsible for installing the e-toilets and operating and maintaining them for five years. It is alleged that after completing the installation, the agency failed to fulfill its maintenance obligations. Despite repeated review meetings and notices issued by the Municipal Corporation and Smart City authorities, the agency reportedly did not participate in the proceedings.
The e-toilets were installed at 12 key public locations, including Sandis Compound, Lajpat Park, the main bus depot, and other busy commercial and public areas. They were equipped with features such as automatic doors, sensor-based flushing and cleaning systems, and smart water meters to provide a hygienic and technology-driven sanitation experience.
At present, many of the facilities lack regular water and electricity supply, while several units have suffered damage or theft of doors and equipment. Residents say that despite the significant public expenditure, the project has failed to deliver the promised benefits.
The Municipal Corporation and Smart City administration are now exploring ways to revive the facilities by appointing a new operating agency. However, after years of neglect, many residents remain skeptical about whether the costly e-toilets will ever become fully functional and serve their intended purpose.
