Addressing a press conference, BJP state spokesperson Ajay Sah claimed that six companies were blacklisted in August 2024 by the then Mission Director after they were found guilty of furnishing fake bank guarantees. The companies were barred from participating in government work until August 2026.
However, Sah alleged that the current Mission Director, Shailendra Lal, revoked the blacklisting in October 2024 and allowed payments to the companies in the “public interest,” despite the earlier action. According to the BJP, nearly ₹55 crore was released to these firms during the period when the blacklist order had allegedly been withdrawn.
The BJP further claimed that after former senior bureaucrat Vinay Choubey was jailed in August 2025 in connection with the fake bank guarantee case, the same companies were once again placed on the blacklist by the Mission Director.
Sah questioned why one official was arrested in the alleged fake bank guarantee case while the Labour Department’s secretary had not faced similar action.
He also alleged that officials Shailendra Lal, Rajan Srivastava and Vishwaroop Thakur were the “masterminds” behind the alleged scam and claimed they were receiving protection from an influential person in the Chief Minister’s Office (CMO). However, he did not present evidence to substantiate these allegations during the press conference.
The BJP demanded a high-level investigation into the matter and called for criminal cases to be registered against both the current and former Labour Department secretaries, similar to the action taken against Vinay Choubey.

Government response awaited
The Jharkhand government and the officials named by the BJP had not responded to the allegations at the time of publication. Their response will be updated when available.
