Palamu: The Nilamber-Pitamber University (NPU) in Palamu district has sought point-wise written explanations from two former examination controllers after questions were raised over the execution and payment of examination-related work involving NCCF.
In a letter issued by the Registrar, the university has sought clarification on the process from recommending an extension of the NCCF agreement after its earlier work was considered satisfactory to the subsequent processing of payments for the same work.
The matter is understood to be linked to objections raised during an audit examination of examination-related work.
University Questions Recommendation for Agreement Extension
According to the university letter, records mention that on January 25, 2025, and February 21, 2025, recommendations were made to extend the agreement with NCCF after its previously completed examination-related work was considered satisfactory.
The letter states that up to that period, NCCF’s examination-related work had been found satisfactory at the departmental level. Subsequently, bills related to the same work were submitted to the university and payment was processed according to the prescribed financial procedure.
It was during this process that objections and indications of irregularities regarding the work allegedly came to light.
The university has asked why, if NCCF’s earlier work was found satisfactory on January 25 and February 21, 2025, and an agreement extension was recommended on that basis, objections were later raised regarding the execution or payment for the same work.
Questions Over 13 Points and Computer Centre
The university has also sought clarification on the basis for treating NCCF’s work as unsatisfactory or irregular if the purpose of the 13 points was only to inform or bring matters to the notice of the Registrar’s office.
In a separate letter, the university has sought a response from the former examination controllers regarding the operation of the computer centre linked to the examination department, examination data management and software operations.
The letter states that an official serving for a long period as the computer centre in-charge had been involved in computerised examination work, examination data management and software operations.
NPU Seeks Details of NCCF Work Order
The university has also asked for clarity on the arrangement under which examination-related work was assigned to NCCF through the tender process.
It has referred to the use of a separate software provider for examination and result-related work for professional courses and sought an explanation of how the overall arrangement was structured.
The Registrar has asked on what basis and with the approval of which competent authority the work order was issued to NCCF after the tender process.
The university has also sought details of the scope of work assigned to NCCF and asked that, if any work was carried out beyond the conditions specified in the tender, the authority or order under which such permission was granted should be identified.
Data Security and Backup Arrangements Under Scanner
The university has further sought a copy of any written order, agreement or guidelines issued to the person serving as computer centre in-charge.
Details have also been sought on the arrangements for keeping examination-related data provided by NCCF secure on the server, storing it, protecting it and operating it.
In addition, the university has asked for information and relevant records regarding the administrative and technical measures taken during the tenure for secure transfer, backup, protection and long-term preservation of examination data.
