Jharkhand HC Rules: In Rural Areas, Panchayat Powers Override JRDA

Jharkhand News : Acting on directions of the Jharkhand High Court, a major step has been taken to strengthen security across court premises in the state. Under the new system, no one will be allowed entry into courts without a valid pass. The move will first be implemented at the Jamshedpur court, followed by other districts.

To ensure strict monitoring, a Visitor Management System (VMS) is being introduced. Through this digital system, complete entry and exit details of everyone visiting the court premises will be recorded electronically.

VMS to Be Launched in Five District Courts

In the first phase, the VMS will be implemented in courts located in Ranchi, Jamshedpur, Hazaribagh, Dhanbad, and Deoghar. After successful trials, the system will be rolled out gradually across other districts of Jharkhand.

The VMS has been developed by the JAP-IT team. Under this system, RFID cards will be issued to advocates, judicial officers, and court staff, allowing them smooth and secure access to court premises.

How Will Common Citizens Enter Courts?

For the general public, an e-pass system will be introduced. An online portal will allow visitors to apply for an e-pass by entering case-related details. Once approved, the digital pass must be shown at the entry gate to gain access.

Additionally, a facility to issue passes at the main gate will also be available. This arrangement is expected to:

  • Control unnecessary crowding
  • Enable monitoring of suspicious activities
  • Maintain a time-based digital record of visitors
  • Help security agencies track who was present in the court premises and when

Why Was This Decision Taken?

Several serious security incidents in the past highlighted the need for stricter measures:

  • November 30, 2016: Advocate Upendra Singh was shot dead in a firing incident inside the Jamshedpur court’s Bar Association building. Around 14 rounds were fired.
  • January 28, 2023: Anshu Chauhan, a member of the Akhilesh Singh gang, was arrested inside the court premises with a pistol, allegedly planning a major crime.

With the introduction of the ‘No Pass, No Entry’ rule and digital monitoring, authorities believe court premises will become safer, more organized, and better monitored, ensuring security for judges, lawyers, staff, and the public alike.
