Jharkhand Cabinet Approves 66 Proposals Including Road Safety Rules, Art Academies, and Rehabilitation Commission

Jharkhand News : The Jharkhand Council of Ministers, chaired by Chief Minister Hemant Soren, approved 27 important proposals on Thursday covering health, education, infrastructure, employment, administration, industry, and public welfare.

₹4,189 Crore Approved for RIMS 2.0

The Cabinet’s biggest decision was granting administrative approval of ₹4,189.41 crore for the RIMS 2.0 project.

A ‘Jagriti PMU’ will be constituted to oversee the implementation of the project. Indian Institute of Management Ranchi has been designated as the Centre of Excellence, while Xavier Institute of Social Service will carry out the project’s impact assessment.

Medical and Health Decisions

The Cabinet approved stipends, in line with National Medical Commission (NMC) regulations, for foreign medical graduates undergoing internships at state medical colleges and Sadar hospitals.

It also approved the dismissal of Dr. Shashikant Prasad, Medical Officer at the Karaikela Primary Health Centre, who has reportedly remained absent from duty since 2015.

Major Road Projects Approved

The Cabinet sanctioned funds for several road infrastructure projects:

  • ₹128.20 crore for two road projects in Pakur
  • ₹221.40 crore for widening the Govindpur–Sahibganj Road in Dumka
  • ₹88.84 crore for construction of the Gopaladih–Bhognadih Road in Sahibganj
  • ₹36.30 crore for widening the Dhurwa Roundabout–Police Headquarters Road in Ranchi
  • ₹33.76 crore for improvement of the Simaria–Tandwa Road in Chatra

Administrative Reforms

The Cabinet approved a new system for posting officials in blocks and circle offices to strengthen grassroots administration.

It also cleared:

  • Jharkhand Planning Service Rules, 2026
  • State Collectorate Clerical Cadre Rules, 2026
  • Lower Division Clerk-cum-Computer Operator Service Cadre Rules, 2026

Newly appointed government employees will now be required to take an oath of allegiance and secrecy before assuming office.

Education and Employment

The Cabinet approved the issuance of a Letter of Intent (LoI) for establishing Pemia Rishikesh University in Chandankiyari.

It also granted in-principle approval for a new employment scheme aimed at Particularly Vulnerable Tribal Groups (PVTGs).

Industrial Development

To promote industrial investment, the Cabinet approved leasing 18 acres of land in Kolabira to a private company for 30 years.

Other Major Decisions

The Cabinet also approved:

  • Hosting the National Stakeholders Consultation 2026 in New Delhi on July 8–9.
  • The draft water-sharing agreement between Jharkhand and Bihar under the Bansagar Project.
  • Establishment of 28 temporary and 19 permanent police outposts (OPs) for security arrangements during Shravani Mela 2026.
  • Payment of pending pensions to retired employees of the Hazaribagh Mines Council.
  • Settlement of pending payments in compliance with High Court orders.
  • Presentation of the Comptroller and Auditor General (CAG) report in the Legislative Assembly.
  • Jharkhand Law Officer Engagement Rules, 2026.
  • The state government’s ambitious VB-GRAM G Scheme, aimed at strengthening rural development initiatives.
