Patna: The Bihar Revenue and Land Reforms Department has tightened its monitoring of land record corrections and verification of government land. Department Secretary Jai Singh has directed Circle Officers to speed up the disposal of pending revenue cases while ensuring quality in their execution.
He has specifically directed officials to begin priority physical verification of government land measuring more than five acres.
The directions were issued during a review meeting held on Thursday at the Revenue (Survey) Training Institute in Shastrinagar, Patna. All Circle Officers from Begusarai, Madhubani and Jamui attended the meeting, where the progress of land record correction, identification of government land, land mutation and other revenue services was reviewed.
Special Drive for Land Record Correction
Secretary Jai Singh said errors in land records, or Jamabandi, cause serious problems for the public. He directed officials to launch a special village-wise campaign to ensure the correction of all Jamabandi records.
He made it clear that negligence at any level or the unnecessary delay of cases would not be accepted.
Government Land Above Five Acres to Be Verified First
During the review of physical verification of government land, the Secretary directed officials to prioritise the verification of government land measuring more than five acres. He also asked them to examine Jamabandi records related to government plots and establish their actual status.
Officials were further directed to speed up the process of unlocking locked Jamabandi records in accordance with the rules.
Pending Cases of Deceased Raiyats to Be Cleared
The meeting also reviewed pending Jamabandi cases involving deceased raiyats. The Secretary directed officials to take suo motu cognisance of such cases and initiate succession and partition mutation proceedings.
He said keeping the land records of deceased raiyats pending for years reflected a serious gap in the system. Officials were instructed to conduct a special drive to dispose of such pending cases.
Strict Action on Incorrect and Forged Documents
Officials were directed to issue notices in cases where incorrect questionnaires had been submitted with mutation applications. The meeting also reviewed cases involving forged or fabricated documents.
The Secretary directed officials to take action in accordance with the rules and continuously monitor the status of FIRs registered in such cases.
The review also examined the maintenance of employees’ KC diaries and attendance through the KC mobile application. Officials were directed to take feedback related to the measurement of disputed land seriously and ensure transparency and impartiality in the measurement process.
Jai Singh said delays in revenue services directly affect the public. He directed all Circle Officers to maintain regular monitoring and ensure the time-bound disposal of every pending matter.
The meeting was attended by Secretary Seema Tripathi, Directorate of Land Acquisition Director Kamlesh Kumar, Assistant Director-cum-Additional Secretary Ajeev Vatsraj, Additional Secretary Dr Mahendra Pal, Deputy Director Mona Jha, Special Duty Officers Nawazish Akhtar and Anupam Prakash, Deputy Secretary Avinash Kumar, and all Circle Officers from the three districts.
