Jharkhand News : The Jharkhand government is set to tighten control over private coaching centres with the Governor Santosh Kumar Gangwar approving the Jharkhand Coaching Centre (Control and Regulation) Bill, 2025. The bill, drafted by the Higher and Technical Education Department, was passed in the Assembly during the monsoon session on August 26 and now becomes a key step toward regulating coaching institutes across the state.
The law introduces provisions for registration, monitoring, regulation and minimum standards for coaching centres, with a focus on protecting students’ interests and ensuring safety for enrolled learners. It also aims to curb complaints related to arbitrary fee structures and questionable practices by private professional coaching institutions.
What Becomes Mandatory Under the New Law?
1) Mental Health Counsellor Requirement
Coaching centres must appoint at least one mental health counsellor for every 1,000 students.

Free counselling services must be provided for at least 200 days a year

Counsellors must be registered on the official portal
2) Fixed Operating Hours
Coaching centres can operate only between 6:00 AM and 9:00 PM.
3) Gender-Specific Basic Facilities
Institutes must provide gender-specific basic infrastructure and facilities for students.
4) Transparency in Fees and Refund Policy

Fee structure must be displayed on the notice board

A clear exit and refund policy must be published on the institute’s website

The signboard must mention “Registered Coaching Centre”
5) Action Against Misleading Advertisements
Strict action will be taken against institutes that make false claims about ranks, marks or success rates.
To publish results of successful students, institutes must:

Mention their ID and course details

Obtain the student’s written consent
6) Student & Teacher Registration on Web Portal

All students aged 16 and above must be registered on a web portal and issued a unique ID

Registration of full-time and part-time teachers is also mandatory
7) Bank Guarantee for Security
Coaching centres must submit a bank guarantee based on location:

Municipal corporation area: ₹5 lakh

Municipal council/notified area: ₹1 lakh

Other areas: ₹50,000
8) Grievance Redressal and Heavy Penalties
Students, parents, teachers or staff can file complaints before regulatory committees. Penalties include:

First violation: fine up to ₹5 lakh

Second violation: fine up to ₹10 lakh

Further violations: registration cancellation/blacklisting
If a blacklisted institute continues operations, legal action will be taken under applicable provisions.
